Dr. Scoular’s work focuses on the application and improvement of psychological measurement. Primarily, her expertise revolves around holistic development, with specific interest in the assessment and growth of essential skills for learning. She has worked directly with global organisations and ministries of education in over 30 countries to progress the integration of essential skills into learning outcomes. This has involved developing frameworks and assessment tools for skills including problem solving, collaboration, learning in digital networks, critical thinking, creative thinking, empathy, global citizenship, and self-regulation. Her experience in psychometric assessment and research spans across the UK, the Asia-Pacific, and South America, undertaking consultancies for UNICEF, WorldBank, The Brookings Institution, UNESCO, and the G20.
